Ireland is running a structural healthcare staffing crisis. Nurses, healthcare assistants, carers, physiotherapists and medical scientists are all in acute shortage. The HSE and private providers alike depend on international recruitment to keep services running. The employment permit system provides clear routes for healthcare roles -- CSEP for nurses and allied health professionals, GEP for healthcare assistants and support roles. This guide covers how Irish healthcare employers hire internationally in 2026.
Permit Routes by Role
*The reduced GEP threshold of EUR 32,691 applies to healthcare roles at QQI Level 5 or above. This is lower than the standard EUR 36,605 GEP threshold and was introduced to address the care worker shortage. Verify the current list of qualifying roles on the DETE website.
NMBI Registration for Nurses
All international nurses must register with the Nursing and Midwifery Board of Ireland (NMBI) before they can practise. The process:
NMBI Registration Pathway
1. Application and transcript verification
Submit qualifications to NMBI. Processing takes 8-16 weeks.
2. Aptitude test or adaptation period
NMBI may require an aptitude test (OSCE-style) or a supervised adaptation period in an Irish clinical setting.
3. Registration and PIN issued
Once all requirements are met, the nurse receives their NMBI PIN and can practise.
The NMBI process is the critical path for nurse recruitment -- it typically takes 4-8 months from initial application to full registration. Start this process as early as possible, ideally before the permit application.
CORU Registration for Allied Health
Allied health professionals (physiotherapists, OTs, medical scientists, radiographers, social workers) must register with CORU before practising in Ireland. Processing takes 3-6 months. Qualification assessment is the main variable -- Washington Accord and EU-recognised qualifications process faster.
Source Countries for Irish Healthcare
Strongest Pools
India (particularly Kerala) -- largest single source of nurses for Ireland. Strong English, familiar with Western clinical practice.
Philippines -- second-largest nursing source. Excellent English, strong care culture.
South Africa, Zimbabwe, Kenya -- established nursing and healthcare pipelines.
Nepal, Sri Lanka -- growing sources for HCA and care worker roles.

Retention in Irish Healthcare
Healthcare retention is a national challenge. The factors that keep international healthcare workers in Ireland:
Retention Strategies
CSEP holders get Stamp 4 after 21 months -- this is a powerful retention tool as it removes permit dependency
Pay above the threshold, particularly for nurses where the market rate significantly exceeds EUR 40,904
Support with accommodation for the first 3 months -- the Irish rental market is brutal for new arrivals
Clear career progression and CPD support
