How to Hire Construction Workers for Ireland: Trades, Permits and Site Compliance

Irish construction is in the middle of the biggest building programme in the history of the State -- housing, infrastructure, data centres, pharmaceutical facilities and wind farms are all under construction simultaneously. The domestic labour market cannot supply enough skilled tradespeople and site managers to meet demand. International recruitment through the employment permit system is now essential for Irish construction companies. This guide covers how to hire construction workers from outside the EEA in 2026.

Safe Pass and CSCS Requirements

Mandatory Certifications

Safe Pass -- mandatory for anyone working on an Irish construction site. One-day course, completed within 2 weeks of arrival. Cost approximately EUR 160.

CSCS card (Construction Skills Certification Scheme) -- required for certain roles (scaffolding, crane operation, signing/lighting/guarding). Specific to the task, not the person.

Manual handling -- standard requirement on most sites.

Qualification Recognition for Trades

International trade qualifications need to be mapped against Irish standards:

Qualification Pathways

QQI / SOLAS apprenticeship equivalence -- formal apprenticeship qualifications from recognised systems (South Africa, UK, Australia) typically map well.

RECI registration -- electricians must register with the Register of Electrical Contractors of Ireland or hold equivalent Safe Electric certification.

RGI registration -- gas installers must register with the Register of Gas Installers of Ireland.

Source Countries for Construction

Where to Source

South Africa -- primary source. Formal apprenticeship system, strong trades tradition, good English.

Brazil -- strong construction trades, particularly concrete, steel fixing and general building.

India -- large pool for welding, fabrication, shuttering and general trades.

Philippines -- growing pool for construction trades and site operations.

The 50/50 Challenge on Large Sites

Construction companies with multiple active sites need to track the 50/50 ratio at the company level, not the site level. A company with 80 workers across 4 sites can have up to 40 non-EEA permit holders -- but must maintain the ratio company-wide.
