Hiring HGV Drivers and Logistics Workers for Ireland: Employment Permit Guide

Ireland is running a structural shortage of HGV drivers and logistics operatives. The domestic driver pipeline cannot replace retirements, and the EU driver pool that historically filled the gap has thinned. Irish haulage firms, distribution centres and logistics companies are hiring internationally through the employment permit system. This guide covers how to sponsor HGV drivers and logistics workers for Ireland in 2026.

The Permit Route for HGV Drivers

HGV drivers are hired through the General Employment Permit (GEP). The role is not on the Critical Skills list, so CSEP does not apply unless the salary exceeds EUR 68,173.

GEP Requirements for HGV Drivers

Minimum salary: EUR 36,605

28-day LMNT required

50/50 rule applies

Role must not be on the Ineligible List (HGV drivers are eligible)

Licence Recognition in Ireland

Unlike the UK, Ireland has a more straightforward licence exchange process for many countries through the NDLS (National Driver Licence Service):

Country CategoryRecognitionAction
EU/EEA licence holdersFull recognitionExchange at NDLS
Recognised exchange countriesDirect exchangeExchange at NDLS -- check current list
Non-recognised countriesNot acceptedMust pass Irish driving test (theory + practical)

Check the NDLS exchange list before sourcing. Some countries have bilateral licence exchange agreements with Ireland. If your source country is on the list, the driver can exchange their licence without retesting -- significantly reducing the time to productive work.

Driver CPC and Digital Tachograph

Required Certifications

Driver CPC -- mandatory for professional HGV drivers in Ireland. 35 hours periodic training every 5 years. International drivers may need to complete initial CPC modules.

Digital tachograph card -- required for recording driving hours. Applied for through the RSA after arrival.

Source Countries

Where to Source

South Africa -- drives on the left, strong commercial driving tradition, good English.

India -- large pool of experienced commercial drivers.

Brazil, Philippines -- growing pools of professional HGV drivers.
