Most Irish coach and bus operators who contact Recruitroo about international hiring have been told it is complicated, expensive or only for large companies. None of those things are true. What is true is that there are two parallel processes to manage - the employment permit and the driving qualification - and getting their sequencing right is what separates a smooth hire from a stalled one.
Before you start: the three questions to answer
- Is the driver’s home country licence in a category that exchanges to an Irish D or D1? Check the RSA’s current exchange list before shortlisting anyone.
- Does the candidate hold a current CPC card? Ask for it. Understand whether their card is valid for Ireland or needs supplementary qualification.
- What is your roster size and route profile? The permit and salary minimum (€36,605 basic) need to be grounded in your actual pay structure.
The step-by-step
- Confirm eligibility and salary: bus and coach drivers are on the General Employment Permit eligible list. The minimum is €36,605 basic from 1 March 2026. Check the current occupation list status before advertising.
- Run the 28-day Labour Market Needs Test: advertise on JobsIreland, EURES and one additional online platform for 28 consecutive days. The advert must describe the role and salary you will put in the contract and permit application.
- Source and screen in parallel: during the LMNT, screen candidates on licence category, CPC status, vehicle type experience and English language. The licence position determines your timeline more than the permit does.
- Make the offer and file the permit: as soon as the LMNT closes, issue the employment contract and file the GEP application on EPOS. Processing is two to four weeks (Trusted Partner) or four to eight (standard). Fee: €1,000, 90% refunded on refusal.
- Co-ordinate the D visa in parallel: visa-required nationals apply to the Irish Visa Office in their country. Processing is typically four to eight weeks.
- Manage the licence and CPC steps after arrival: where a licence test is needed, arrange it. Where CPC modules are required, schedule them. Drivers should not operate commercially until both are confirmed.
| Stage | Duration | Note |
|---|---|---|
| LMNT advertising | 28 days | Fixed; start it early |
| Permit processing | 2–4 weeks (Trusted Partner) | Register as Trusted Partner if hiring more than 2 per year |
| D visa (visa-required nationals) | 4–8 weeks | Runs in parallel with permit |
| Licence exchange or test | 2–12 weeks after arrival | Depends on source country exchange position |
| CPC qualification (if needed) | 1–4 weeks | Can sometimes run alongside licence process |
Hiring your first international bus or coach driver?
Recruitroo handles the sourcing, LMNT, permit filing and licence/CPC navigation for Irish coach and bus operators. Most operators are surprised at how straightforward the process is once someone has done it before.
Frequently asked questions
Do I need Trusted Partner status to hire one driver?
No - it is optional but recommended if you plan to hire more than one or two. For a single hire, standard processing (four to eight weeks) is fine.
What if the driver fails the Irish driving test?
They cannot operate commercially until they pass. Build this risk into your timeline if the candidate is from a non-exchange country, and consider this heavily in the shortlisting decision.
Can I hire a D1 (minibus) driver on the same process as a full coach D?
Yes - the permit process is identical. The post-arrival licence position differs: D1 and D are separate licence categories and the exchange or test requirements may differ.
