It is not true. The permit process itself costs €1,000 per application, refunded at 90% if refused. The salary floor (€36,605 basic from 1 March 2026) is what a qualified mechanic commands in the Irish market anyway. If you can afford to fill the vacancy, you can afford the permit. What “smaller operator” means for the permit process
Whether you run a three-bay garage or a fifty-vehicle fleet workshop, the General Employment Permit process is the same. The difference is in the 50/50 EEA workforce rule: if your total headcount is four people and you want to add one non-EEA mechanic, you need at least two of the four to be EEA nationals. For a small operation, this is usually fine - most smaller garages have a predominantly EEA workforce already.
The core checklist for a small operator

The time investment
The honest answer on time is twelve to sixteen weeks from decision to a mechanic at your bench. The 28-day LMNT is fixed. Permit processing is two to four weeks (Trusted Partner) or four to eight (standard). The D visa for South African nationals adds four to eight weeks running in parallel. If you start in October, you are looking at late January to February for arrival. Factor this against how long you have already been waiting.
