Perimeter fencing, security fencing, road barrier installation, block paving, tarmacadam and surfacing crews are all part of the same Irish labour shortage story: the domestic pipeline does not produce enough people, and every roads, civils and development contractor is competing for the same small pool. These trades have been open to international hiring and several Irish employers - including some of Recruitroo’s own client base - have been hiring international paving and fencing crews since the lists opened.
Fencing and paving trades - the essentials
- Route: General Employment Permit at €36,605 minimum
- 28-day Labour Market Needs Test required; 50/50 EEA rule applies
- Confirm the exact occupation title for paving (road surfacing vs block paving vs flags/kerbs) before advertising
- Physical site work in Irish weather: candidates who have worked outdoor construction year-round adapt better
Scoping fencing and paving roles correctly
Fencing installation and paving work both cover a range of actual tasks, and the permit application needs to match what the person will actually do. A roadside Armco and safety barrier installer is a different scope from a perimeter security fencing erector; a block paving specialist is different from an asphalt surfacing crew member. Write the occupation description for the actual role and verify that it maps to an eligible occupation code before you advertise. If the occupation sits at general labourer level, it is on the ineligible list regardless of how physically skilled the work is - see our general operatives guide for the line.
- Skilled fencing installer (security fencing, high-security perimeter, post driving): hireable as a skilled trade; document the installation techniques and materials the role involves.
- Road barrier / Armco installer (temporary or permanent, motorway or national road): hireable; safety certification familiarity transfers.
- Block paving / natural stone / flags and kerbs specialist: hireable as a skilled trade; document pattern work, cutting and setting experience.
- Asphalt / tarmacadam surfacing crew: confirm the specific occupation title applies as a skilled construction role before advertising.
The process is the same three-to-four-month runway as every other construction trade. Our documents checklist covers what you need to file, and the LMNT guide covers the advertising rules.
Fencing or paving crews short for a roads package?
Recruitroo sources experienced fencing and paving trades, verifies their installation skill, runs the LMNT and permits, and coordinates visas and relocation for civils and roads contractors.
Frequently asked questions
Are paving workers eligible for Irish employment permits?
Skilled paving trades are generally eligible through the General Employment Permit - the key is that the occupation description must describe skilled trade work, not general labouring. Confirm the occupation code before advertising.
Can I hire a fencing crew as a group on one application?
No - permits are individual applications per person. You can run all applications in a batch simultaneously and file them together after the shared LMNT period.
Where do Irish contractors source paving and fencing workers from?
South Africa, Eastern Europe and parts of Asia have well-developed construction industries producing transferable paving and civils skills. English-language markets are preferred for site communication.
This guide reflects Irish employment permit rules for civils and surfacing trades as of September 2026. Occupation lists and thresholds change - check current DETE guidance or ask Recruitroo before advertising.
