School runs, tours, private hire, scheduled routes — Irish coach and bus operators have contracts they cannot service because the drivers simply are not there. Like haulage, passenger transport was forced to open to international recruitment, and bus and coach drivers are currently eligible for the General Employment Permit route.
We know this sector well: one of our clients is a coach operator that had candidates coming through its own referral networks and needed the immigration side handled properly — permits, visas and compliance — and calculated roughly €40,000 saved over a year versus routing the same hires through immigration agencies.
Bus & coach driver hiring — the essentials
- Route: General Employment Permit, minimum salary €36,605 (from 1 March 2026)
- 28-day Labour Market Needs Test before the application
- Driver needs the correct category D licence position plus Driver CPC before carrying passengers
- You do not have to source through an agency — if candidates come through referrals, the permit route works exactly the same
Are bus and coach drivers eligible for employment permits?
Yes — bus and coach drivers are currently on the eligible side of the occupation lists for the General Employment Permit, subject to the standard conditions: salary threshold, LMNT and the 50/50 EEA workforce ratio. As with all list-dependent roles, check the current occupation lists before advertising, because eligibility and any quota conditions are reviewed regularly.
What is different about passenger transport hires?
- Category D licensing: the driver’s home licence category and exchange position determine how quickly they can carry passengers in Ireland. Some will exchange directly; others need Irish tests.
- Driver CPC: as with HGV, professional competence requirements must be in place before commercial passenger work.
- Garda vetting for certain work: school transport and similar contracts bring vetting requirements — build the lead time in.
- Seasonality: tour season and the school calendar are unforgiving. Count the timeline backwards from when you need drivers on the road, not forwards from when you start.
Referral candidates: the underused route
A pattern we see across transport: operators often already know the drivers they want — connections of existing staff, drivers from the same home town, people who have worked seasons before. You do not need a sourcing agency for those hires. The LMNT, permit, visa and relocation still have to be run properly, but a platform can run just the immigration and compliance side around your own referral pipeline, which is dramatically cheaper than paying placement fees on candidates you found yourself.
The mechanics of the permit stage are the same as any GEP hire — the EPOS documents checklist shows exactly what the application needs.

Frequently asked questions
Can I hire a driver my existing staff recommended?
Yes. Referral candidates go through the same LMNT and permit process as sourced candidates — you simply skip the sourcing fees. The advertising test must still run for its full 28 days.
What salary applies to bus and coach drivers on permits?
The General Employment Permit minimum of €36,605 (since 1 March 2026) or the genuine market rate for the role, whichever is higher.
How long before a new arrival can carry passengers?
It depends on their category D licence exchange position, Driver CPC and any vetting the work requires. Plan for a runway after arrival rather than same-week rostering.
